    Do all vacation travel packages have to be for two people?

    I am a single person who wishes to go to Toronto from NYC...in August for five days.

      No but your mostly paying for the  room, Like on cruises you can get some discount for singles but the discount your getting is mostly for the food, They charge so much per room one or 2 people to them that is the same expence.
