Build dome form, mix epoxy, pour epoxy in dome form, let harden, remove form, flip over.
or if your doing a top pour, build form, mix epoxy, pour epoxy in dome form, let harden, remove form.

upside down form made in clay or sand probably easiest. If you want it clear enough to see out you'd have to sand it smooth.
