When someone is suspected of drunk driving and a blood test is ordered, the phlebotomist or person drawing the blood is Not allowed to swipe an alcohol pad across the site before they draw for blood. The alcohol, if not fully evaporated on the skin, will mix in with the blood in the tube once the person has been punctured with the needle. Many cases have been thrown out of court because of this mishap, and I'm sure a few people have been a lot less intoxicated than test results show.
