I believe the best answer is going to come from your city or town office. There must be setbacks for putting anything near a property line, buildings, sheds, fences etc. Ask your city or town planning department to be sure. Then if there is a problem, get a copy of the code and present it to your neighbor, this way you have the correct information. If he doesn't change the placement of the landscaping material, contact your attorney. Good luck.
