Yes needs to be taken to vet because it could be suffering from hip dysplacia which is very painful on a dog. Also you could make your own diapers out of cottton cloth or buy baby pampers and make hold for tail i cut a small circle in baby pampers and tape a piece around the whole to keep inside cotton from coming out I made and but it on the dog. doggie pampers are just like baby pampers except it comes with the whole for the tail.
