Rules and regulations vary from state to state, but pretty much follow the same standard for apartment complexes as well as condominiums. You may not make improvements or repairs without inspection and permission from the property managers or Condominium Association.
Sometimes the answer is " We have that in the works now; we'll go through the units in worst repair first. If we allow you to repair yours then we must extend that permission to other tenants and we lose the quality control step in the process."
Condominium owners can have it worse. I know of one complex in Louisiana where the units are set on pilings which are slowly settling into the sand based substrate. The Association has, over the years, rewritten the By-laws to read " all Condo owners are solely responsible for foundation maintenance and repairs."
So, to be safe, ask permission first. It's probably covered in the fine print of the agreement you signed anyway.
