One has to drive (start it up, steer it, use breaks, etc.) a motorbike or car in order to ride it. So I say both take place at the same time. Both MUST take place simultaneously come to think of it. Unless you want to bring the "remote control" factor into the equation, I don't think think that is your intention.

Do the bullies parents/guardians know about this? Perhaps an adult(s) should bring this to as many of the parents attention as possible. Definately get an adult(s) involved NOW.
