my neighbor has a pvc pipe that throws out water about every 15 minutes or so. there is also a big puddle of stagnant water where this is happening. what is going on?? is he avoiding paying for water usage or is this evidence of something else illegal???

I would imagine that he has a basement and the pipe leads to the sump pump. This keeps the basement from filling with water. He can treat the area around the drain off to keep bugs from hatching
