My partner dont wanna get tested after he cheated and the female that he cheated on me with was the one that told me he has herpes. Should I contact the health dept on him because he is refusing to get TESTED and thats SAD

just found out i had herpes 1/2 never had any symtoms but i have a new partner now and a disease now. what do i do because this is stressing me ot and i feel like its the end of the world I took STD Profile and every test was negative or non reative except that
