What I want to know is, who does the interlock device company have to answer to?  They are preventing me from obtaining my license as my vehicle was stolen which is reported to the DMV and the interlocking device should receive this notice and they won't send a letter to the DMV that I do NOT fail in my part or with my device and the device company will not do this so my license can be reinstated.  What they are doing is illegal but need to find out is to whom sees that they follow the law
