I think you mean Brittany Spaniels, and it's my understanding that they have to get their tales bobbed....(chopped off ) whlch is cruel....so is clipping off the ears of a boxer. That's cruel and so is declawing a cat. They don't just take off the claws.....They take out the first and second joint of the toes!!! Then, the cats wails in pain for some time.
I have seen Rottweilers that were pups with no tails, 2 out of a litter of 6 so can`t see why not others.
All dogs are born with tails, in some rare cases the tail is shorter than normal. Dogs that have short tails later in life are brought to the vet and had part of the tail removed.

It is customary that some breeds have shorter docked tails and cropped ears. There have been ongoing issues with this being done when the dogs are no longer used as originally intended; thus modern day dog owners no longer feel the same pressure to dock the tails and crop the ears of their pets.

People that show dogs continue to raise their dogs to the AKC standards which require docking and cropping be done.
