Try entering 'Haringey Child abuse' onto Google. That will give you all the horrid details of the Baby P(eter Connelly) case. You will also find all too many links to similar botched investigations, going back to Maria Cole, and doubtless earlier. A common factor is that social workers are (not without reason) deathly afraid of being accused of racism if the perpetrators are of different race from themselves; or religious bigotry if they have no respect for the perpetrators' religious beliefs (from which the abuse very often stems); of of intellectual snobbery if they take the view that a hopeless and helpless moron in her 20s is not the best person to bring up a family; or of general narrow-mindedness if they dare to suggest that the filth, drug-abuse, indolence, incest and petty crime which are features of the perpetrators' lifestyle makes that a less desirable lifestyle than others which lack those features.
I hope I've provided a framework for your essay.

The Henderson report back in the 1970"s,(1975 I think) changed government and the way people thought about disabilities, introduced group homes and closed institutions, sometimes rightly so, but it could now be argued we don't in fact have the expertise to deal with some of the violent and challenging behaviors, who are we doing the favor? certainly not the people we are now dealing with, in fact we have created "mini" institutions without the authority to help nor deal with these people in a constructive or helpful manner.
