Sometimes the preset number your handset dials for Voice-mail needs to be changed. You can usually find this in the handset manual and welcome pack from your Mobile provider. Another thing to consider is that if this is a new handset, you may need to allow it time to activate your voice-mail.
The best thing would be to contact your Mobile company for advice.
