Some sold me a phony thing and charged about $700.00 Credit card people can not do as it was in April 2012. Can I complain to RCMP. Or do I have another option

THey said the units will save 40% on power bill, That was in April 2012. Again in Dic2012 they called that those were wrong units. They will send new ones and I have to pay $700.00. I paid that by cheque. They had told some one will come to take old units in 10 days and return me $700.00. No body came for those units and I have lost  $1,400.00 for being greedy to save 40% on power bill.

If you would have disputed it in a timely manner, then it would have been resolved successfully by now. The time period is usually a month, give or take. Beyond that, about all you can do is learn your lesson, and/or report the company to your country's version of the Better Business Bureau. Maybe even your country's version of your state's Attorney General.
