Get a sump pump and pump it out a window.

Use a pump, or if your property is on a grade, use a hose to siphon it out, WBMS

If you have a volenteer Fire Company, ask them.

You can hire a submersible dirty water pump for a few bucks. After you get the water out I would think about installing some drainage. You can also buy these pumps cheaply now(About 100 bucks). You can dig a small sump hole in the basement floor & install the pump permanently. It can be set to switch on automatically when the water reaches a certain height in the hole.

Have you tried using just a standard sump pump? I had the same issue with my basement last year. I just attached a pool hose to the end and pumped it out to the street. Does your electricity work? You may have to use a generator if you don't have electricity. If the electric is working, you can plug into a standard 120V outlet.  http://www.ablesewerage.com/services.html
