excema as said above is the bodies reaction to a foreign subsatance, chemicals, soaps perfumed products including washing powders, you can use cortisol based creams to help alternately prednisone which is steroid based lowers your immune system so your body doesn't react as badly, however tread carefully as both have side effects.Excema can be hereditry, or can be you are the lucky one with sensitive skin, just the luck of the draw

For what it's worth, a naturopathic doctor once told me that any type of skin irritation is an indication of something being out of balance, internally, and in most cases, has nothing to do with anything externally. She further stated that stress will make it worse.

Definition: A medical condition in which patches of skin become rough and inflamed, with itching and bleeding blisters, sometimes resulting from irritation (eczematous dermatitis) but more typically having no obvious external cause.

You can't catch excema. but sometimes you get it if you are allergic to something. it is just luck (or un-luck)
