    Legislation is often enacted to protect everyone equally.

    To prevent employers from abusing or taking advantage of it's workers.  Beginning with the Industrial Revolution in the late 1800's, labor unions began to emerge to fight for workplace safety, better pay and working conditions.  Soon after, the US government started passing laws to protect workers and union organizing.    Wage and hour laws, safety laws and child labor laws emerged during the 1930s and 40s.
