in a wind propelled energy field, what causes the windmills to activiate? The wind or are they turned on and off manually?

In the Leamington wind field, some of the windmills are turning, others are not. Why is that?

The point of a windmill is for the purpose of creating energy from the wind.  The wind must turn the blades in order to create the energy.  It might be generating electricity or pumping water or activating a yard ornament.  If one windmill is working and one is not, then there is probably more friction or resistance on the one that is not working.  May need WD40
