Signed onto internet explorer means you're on the internet. You don't really "sign on" as there's no log in required. When you log off your computer, that means you're taking yourself off the internet. This closes internet explorer. Unless I'm missing what your issue is, there is no issue. Your computer is doing exactly what it should.
