When a fetus is first forming, what sex is it? Is that decided by what sperm cell enters the egg?

The male determines the sex, women carry the x chromosone, the men carry the x and the y chromosone,so if a x chromosone from the male hits a x chromosone from the woman,it will be a girl,if the y chromosone hits the x chromosone from the woman it will be a boy.So xx is a girl and xy is a boy.

This came up earlier.   It's always a female at first.  Maybe my colleague will get back online and explain the chromosome thing again.
