Why not? You could play safe and ask his permission before you lay out the cash. I expect you'd get it: it wouldn't cost him anything. He might even transfer the line to you... I bet he leaves you to pay the rental & you can offer him a written undertaking not to have it disconnected it you leave his property.
This is an odd one. I'm surprised he doesn't leave tenants to make their own arrangements... but talk to him.
