Housebreaking is one of the most time consuming issues there is. You need to stay on top of it right from the beginning or it's not going to work out.
Take the dog outside on a regular basis, if having problems now the dog needs a regular routine. Every half hour or less for puppies, every hour for a dog having issues, every couple of hours for housebroken trained dogs. All day, every day. A puppy can hold it's pee for one hour times how many months old it is, one month equals one hour. This doesn't include going out to poop, that's a separate matter. No more than one hour after meals.j
Always remember to put a dog out just before you go to bed at night and maybe you won't have to let it out during the night and it will be able to hold it until the next morning.

My experiences are:
For the male dog wrap an ace bandage around him a few times covering his penis, not tight, just kinda loose. He won't pee on himself as he don't want to wet himself. He may wet once but not twice. Take him outside to pee in intervals for his adjustment, immediately after removing the ace bandage. Continue for at least (1) week then take him outside regularly or when he whines.
For the female get her a pet diaper from pet store and it explains how to use it. Do this for at least (1) week.
