What is it coated with? Any coating will get burned near the weld, There are some coatings you can put around the pipe from welding supply stores, this will help. Sounds like you better drill the ends of the crack and grind it out a little before welding.
I was always told you can not re-weld a seam. But I'm no welder so what do I know?

Kinda, just don't weld over top the old weld you have to grind it out and start over.make sure you drill holes at the end of the cracks or they will keep coming back
