If you live in the USA, go to your town hall. Go to the assessors office and see if he pulled a permit for it. He has to have the acreage to support another building on his property. Depending on the size of the structure, it may have to be inspected. As to where he places it on his property, is up to him as long as it does not impede on a route an emergency vehicle needs to take to get at any part of his home. There are so many feet it has to be between buildings or near a building. I don't remember how many though.

Tell on him... give the game away :-)
ree port this to the city ordnance as soon as you can, because it has to be certain distance away from you house area. Also check the building codes for your area.
Drop a dime on him. Next he'll be planting sugar cane.
Where are you in the world?

In the UK you have no legal right to light or a view and your neighbour doesn't need your permission to build anything on his own land.

What he does need, if the size warrants it, is planning permission from the County Council and you can check if he has that.

If he hasn't been granted it and he his structure exceeds the size permitted he will be required to take it down.
well if he's meeting all the codes and doing things leagly why not make friends and enjoy the new view together!
