    how are public rights of way established

    State laws (which vary by State) established that the rights-of-way on either side of a road would be so many feet from the centerline of the road. These laws may have actually come from laws established from laws as far back as Roman law, but surely as far back as laws originating in England before the arrival of the first English settlers in America.
