According to http://www.urologyhealth.org, in certain cases, a stent may need to be placed up the ureter just prior to ESWL (Shock Wave Lithotripsy - a procedure used for elimination of kidney stones) to may assist in locating the stone or assist in stone fragment passage following ESWL treatment.

because the insurance companies want the Drs. to use the cheapest method possible to treat certain conditions. It's a lot cheaper to put in a stent than to do a major operation. And it's non-evasive.
