          Not to the exception of extenuating circumstances, but if you are expecting a positive result, you will work towards that end and it will be more likely.  If you are feeling like "This is never going to work", you are probably right about that, too, because you aren't changing your outlook to "Anything is possible", which puts you as "maybe, maybe not". 
          My direct answer to your question is YES
