Same way you created your other account. Just choose a different name and use a different e-mail address from the one you used for your 1st account. A believe Facebook allows 2 accounts from the same IP address. Sometimes their 'Bot shuts down an account from the same address because too many people have more than one account so if this happens, just accept it because there's nothing you can do to get the account back.
