If you fix the looseness, most likely you will get it to release. They usually release by pushing enough to allow it to unlatch. Check to see if something might have broke or come unhooked. A small inspection mirror on an extending handle is often handy for this purpose. By creating movement at the pedal, you can readily see where it is supposed to attach underneath.
