Any one wishing to take up permanent residency must:
Be able to write the language or the country they wish to live in.
Be able to speak with a high degree of fluency the language of the new country.
After two years they should be questioned on the polictical parties in the language of their new country. Questioned on the history of their new country, again in local language.
After 6 years they should apply for full citizenship and this should be obtained within 3 months of their application being approved.
Failure to pass any or all of the above to result in deportation to a place of the persons choice such to be carried out at the persons expense within 30 days.
Children born in the country to remain in the country providing they have relatives or other persons with full citizenship willing to guarantee the well being of the children or the children may leave with the parents.
To prevent "marriages of convenience" any one marrying a national of the country must fulfill all the other above terms or risk deportation, their spouse may leave at his/her expense.

The perhaps downside to all this is that you will be paid according to your productivity.

The Italian migrants to our shores many years ago were not always accepted, they turned out to be hard working people that assimilated into our society and earned our respect, I agree with a lot of what your saying but the important criteria for me would be that potential migrants accept us and our culture, not re create their own here and bring with it often malicious and discriminatory not to mention unlawful beliefs and practices, I also believe they should have qualities and attributes that promote what our country is about, hard work,acceptance, fairness and a non violent society.
