Well, if they are not U.S. citizens and certain Constitutional civil rights do not attach in an instance where they are suspected of being a terrorist...I say, put a monitoring device on them, and make it an arrestable offense subject to a lengthy penalty to remove it within any borders of United States controlled land. This would accomplish several things: (1) it would throw a monkey wrench into the gears of someone thinking that they are going to covertly conduct activities that potentially pose a threat; (2) it would set the stage in establishing who is willing to visit this country under our terms and not some ulterior motive; (3) it would establish a starting point in criminally charging someone who is attempting to duck under surveillance by removing the tracking device in order to pose a threat or danger to the United States.
When it comes to terrorism and terrorist, the fact of the matter is that we are at war with a certain faction of people known to want to do us harm! Does someone stop defending themself to apoligize to their attacker for not having afforded them the opportunities they once had to accomplish their dirty deeds?! I THINK NOT!!!
Just by virtue of us asking men and women to go to Iraq or Afghanistan and risk their lives destroying terrorist elements on our behalf...we owe it to them to meet them half way in the efforts! Otherwise, morally speaking, we have no right to ask anyone to risk their life, if we can't make the effort to stop terrorism on other fronts!
