Did you follow proper instructions when planting, feeding and watering? Did it produce blossoms at all? If it did, did the blossoms turn brown or wilt quickly? If so, this is a sign of over watering or under watering. Did your plants get attacked by bugs that may have eaten the pepper buds before they could grow?  If it's not producing the peppers, there's nothing you can do other than to try and get your money back for the seeds as a dud pack.

Colleen is right.  Don't be too loving with your plants like over watering them.  All they need is a lot of sunlight, good loose soil, and a moderate amount of water.  Make sure the white flies don't attach themselves to the plants.  If you see them (you can't miss them), spray some water mixed with some liquid detergent to kill the insects but not the plants.

I HAVE THE SAME ISSUE THE PLANTS ARE LATE BLOOMERS THIS YEAR DONT GIVE UP THE PEPPERS ARE COMING
