If the temperature in the area surrounding the thermostat is above the 75 degrees that it's set for, then it should go on, depending what the degree spread is. It might go on at 76, 77 ,78 or possibly more. You can monitor it, and set it accordingly. It doesn't matter what the temperature is outside. If it was 70 outside, you had it set for 75 and had the stove on so it got really warm, then the a/c can start.
