Vin, most states are basically doing that, with the standards and high stakes testings. A senior must pass a proficiency test in math, science, and english in order to get a diploma,(in MA). They can retake the test, and if they prove that they have had remediation and still fail, they are given "a diploma" which may not be the same as others. It may be more of a certificate of their attempts.
