I believe because that sound travels further and can be heard easier with the human ear. Another thought is a lower sound vibrates so a hearing impaired person may be able to feel it.

I think it may be a very good guess but I am no expert either. I did have a friend who studied the subject of noise and hearing impairment years ago. The sound of a train whistle falls in between the range that men typically loose with age and the range in which women typically loose with age.

Range is a good guess too I think.

Room mate. I also learned a lot about steam engine power as steam engine power was a hobbie of his... Cranberry glass collecting and gimlets (drinking, that is).

    Try a look at this>>http://en.wikipedia.org/wiki/Train_whistle

Depressing isn't it.. Minors..  I think the subways were tuned in a dismal minor but I didn't think all trains were a minor.  I just pulled up a site with trains and listened to the notes, what I found was one was A7 (Amtrack) another was C# major.   I don't go with the minors can be heard further because of 'low notes, a minor is simple flat the third which can be produced anywhere in the register with a basic triad.  The rumbling of the engines and movement are much lower octaves than the horn or whistle.
