If this is a child my daughter used to do the same thing when she was young. I don't know the cause but a friend of mine told me, when she starts to hold her breath get up close to her face and blow into her face. It distracts her and she forgets about holding her breath. I know it sounds silly but it works, every time. Let me know how it works out for you.
