Open Internet Explorer.

Select "Tools" on the far right of the bar where your tabs appear (it should be the bottom bar in your toolbars).

Select "Internet Options" from the drop-down menu.

Select "Settings" in the Tabs section of the Internet Options window.

Click "Open home page for new tabs instead of a blank page" and make sure there is a check mark in the box directly to the left of it. Now your new tabs will open with your homepage instead of an About:blank page.
