102 plus 10% for cuts and breakages 112   .

11' x12" =132" / 18 = 7.33333

21' x 12" = 252" /18 = 14

14 x 7.3333 = 102

You 'll also need to dig out a minimum of 6" of Soil and refill it with approximately 5 tonnes of what is called Scalpings level it compact it then put a couple of inches of Sharp Sand over the Scalpings compact the Sand and then lay the Flags upon this other wise they will move after a while of being laid . You will also need to point the gaps between the Flagstones with Mortar and it would not be a bad idea to lay a P.v.C membrane under the Sand to deter Weeds before laying them
